Dear Engineering Colleagues: china scholarship council (csc) has announced 
its 2016 programs to support professors, postdocs, and students at phd, 
masters and undergrad levels to visit oversea universities for degrees, 
thesis researches or research visits, and most application deadlines at 
csc are near the end of march 2016 (different chinese universities may 
have early internal deadlines). please see the detailed info below. 
unfortunately, most csc website is in chinese, so i added a bit 
translation in english too. if you need help, feel free to let me or david 
at uvic international affairs office know, or check with a chinese faculty 
member near you. hope it helps and feel free to forward to others maybe 
having interest as well. cheers

“1.国家公派高级研究学者、访问学者、博士后项目计划选派3500人。选派类别包括高级研究学者、访问学者和博士后。”

3,500 fully funded senior researchers, visiting scholars and postdoc 
fellows for 2016 all around the world

“2.国家建设高水平大学公派研究生项目计划选派8500人，选派类别包括赴国外攻读博士学位研究生和联合培养博士生；博士生导师短期出国交流项目计划选派500人，选派类别为高级研究学者。”

8,500 fully funded phd students for degrees (hosting university shall 
provide a tuition waiver; no tuition waiver offered by uvic so normally 
uvic supervisors provide a research assistantship in the same amount as 
uvic tuition) or thesis research (also 500 home university research 
advisors can visit the hosting university as well) in oversea universities

“3.国家公派硕士研究生项目计划选派800人，选派类别包括赴国外攻读硕士学位研究生和联合培养硕士生。”

800 fully funded masters students, for degrees or thesis research

“4.优秀本科生国际交流项目计划选派4200人，选派类别为本科插班生。”

4,200 funded undergrad visiting students

“5.高校合作项目（青年骨干教师出国研修项目）计划选派3800人，选派类别包括访问学者和博士后。”

3,800 young faculty members as visiting scholars or postdocs with signed 
MOU’s (such as the one btw uvic and seu)

“6.地方和行业部门合作项目计划选派2950人，其中西部地区人才培养特别项目及地方合作项目2450人，选派类别包括高级研究学者、访问学者和博士后；与行业部门合作项目500人。”

2,950 for certain districts and industry sectors in china (e.g,. 2,450 for 
western territories; 500 for industry sectors)

“7.国际区域问题研究及外语高层次人才培养项目和政府互换奖学金项目计划选派1950人，选派类别包括访问学者、博士后、赴国外攻读博士学位研究生、联合培养博士生、赴国外攻读硕士学位研究生、联合培养硕士生、赴国外攻读学士学位本科生和本科插班生。”

1,950 for international affairs, language training and government exchange 
programs as visiting scholars, postdoc fellows, phd/master students for 
degree or thesis, undergrads for degree or visiting, etc

“8.艺术类人才特别培养项目计划选派300人，选派类别包括访问学者、博士后、赴国外攻读博士学位研究生、联合培养博士生、赴国外攻读硕士学位研究生、联合培养硕士生和本科插班生。”

300 for arts training as visiting scholars, postdoc fellows, phd/master 
students for degree or thesis, undergrads, etc

“9.国外合作项目计划选派2500人。国外合作项目是指与外方机构签署协议并由中外双方联合评审、联合资助的项目，如中美富布莱特项目、中英联合志奋领奖学金、中法蔡元培交流合作项目、中德学者短期合作交流项目等。”

2,500 for existing government/ngo exchange/collaboration programs (e.g., 
fulbright)
